The Mobilehome Parks Program

Adopts and enforces preemptive state regulations for the construction,
use maintenance, and occupancy of privately owned mobilehome
and special occupancy (R.V.) parks within California. The
authority to adopt these regulations is given to the Department
of Housing and Community Development (the Department) under
Division 13, Part 2.1 of the Health and Safety Code, commencing
with Section 18200. This part is also known as the Mobilehome
Parks Act and both the Act and the regulations are applicable
inside and outside of parks.

A complaint processing Office that primarily assists the public
with questions or problems associated with the various aspects
of manufactured home (mobilehome) living. This includes complaints
with manufactured home dealers, sales, and warranties. This
Office also processes complaints associated with other programs
under the purview of HCD's Division of Codes and Standards
(Registration & Titling, Employee Housing, Manufactured
Housing, and State Housing Law).

Assists with the development and enforcement of preemptive
federal and state regulations establishing minimum design
and construction standards for manufactured homes; multi-unit
manufactured housing; commercial coaches and special purpose
commercial coaches sold, offered for sale, rented, or leased
within the State. Inspections are conducted and the Department
Insignias of Approval are issued to indicate compliance.
